To add on to others, the name sushi is referring to the vinegar rice. It also doesn’t need to have a raw fish, that’s just a common ingredient.

Others have answered too, but in Japan sushi means rice flavoured with vinegar. It can be served loose in bowls, or as nigiri, futomaki etc, which are the different styles of sushi roll or block that we know outside of Japan.

Specific types of nigiri can have nori around them. Unagi and Tamago off the top of my head. If it’s nigiri with raw fish then nori isn’t used.
